Prohibiting the use of snowmobiles with metal traction devices (studs) on paved public trails, exception, defining metal traction device; requiring owners of snowmobiles with metal traction devices to display a metal traction device sticker issued by the commissioner of natural resources (DNR), exceptions, fee, specifying the sticker validity period; requiring sticker fees to be credited to the snowmobile trails and enforcement account in the natural resources fund to be used for repair of paved public trails or for the grant in aid snowmobile trail system; authorizing the sale of stickers through license agents; providing for the issuance of duplicate state trail and metal traction device stickers for loss or destruction replacement purposes, fees; sunset; appropriating metal traction device sticker sale receipts to the commissioner for the repair of paved state trails damaged by snowmobiles; repealing certain provisions prohibiting the use of snowmobiles with metal traction devices on public lands, roads, trails or rights-of-way and authorizing the commissioner to adopt certain rules (ra)
