Repealing the prohibition on the operation of snowmobiles with metal traction devices on public lands and roads and the sticker and forfeiture requirements; restricting the use of snowmobiles with metal traction devices on paved public trails; providing for the issuance of civil citations with penalties by conservation and other licensed peace officers for violation, providing for appeal, enforcement and allocation of penalty amounts to the unit of government employing the officer issuing the citation; prohibiting peace officers from seeking both civil and petty misdemeanor penalties for violations; eliminating the requirement for the commissioner of natural resources (DNR) to adopt rules relating to the use of snowmobiles with metal and nonmetal traction devices (Ch. 4, 1999)
