Appropriating money to the board of animal health for continued efforts to control pseudorabies in swine; requiring and providing for board reimbursements to veterinarians for pseudorabies vaccine used after a certain date and administered to swine on premises located within a certain distance of pseudorabies quarantined premises or in other areas necessary to control the spread of the disease; requiring a board report to the legislature by a certain date on the reasons for the spread of pseudorabies with recommendations for control and certain statistics on the number of swine operations eligible for the vaccine failing to vaccinate; appropriating money to the university of Minnesota for the center for farm financial management for certain assistance to farmers, requiring coordination of and transfer of funding for delivery of the assistance through the Minnesota state colleges and universities (MnSCU) regional adult farm management offices (Ch. 45, 1999; farmers financial assistance appropriation vetoed)
