appropriating money to the board of trustees of the Minnesota state colleges and universities to demolish structures, eliminate blight and construct parking facilities and necessary amenities on certain recently acquired land at Moorhead state university, for replacement or renovation of the boiler system at Winona state university and for improvements to the heating, ventilation and air conditioning systems at Ridgewater community and technical college at Hutchinson, to the commissioner of children, families and learning for metropolitan magnet school grants and for grants to the southwest metropolitan integration magnet school in Edina and to the interdistrict arts and science middle school in the east metropolitan area, to the commissioner of natural resources (DNR) for flood hazard mitigation grants for the St. Paul Hoyt avenue project and for Dawson, Granite Falls and Montevideo and for the local share of flood hazard mitigation projects in Crookston, East Grand Forks, Warren, Ada, Breckenridge and Oakport, to the office of environmental assistance for reconstruction of a solid waste resource recovery facility in the city of Perham, to the public facilities authority for matching money for federal drinking water grants and for wastewater infrastructure program grants, to the board of water and soil resources (BOWSR) for the Lazarus Creek floodwater retention project and for a grant to the city of Willmar and Kandiyohi county for certain improvements relating to the restoration of Grass Lake, to the commissioner of administration for capital asset preservation and replacement including certain improvements at the Hastings veterans home, for a grant to Itasca county for design of public infrastructure improvements for a new steel mill and for design and construction of a world war II veterans memorial, to the commissioner of transportation (DOT) for local bridge replacement and rehabilitation and for an interest free loan to the city of Brooklyn Park to construct a pedestrian bridge across trunk highway 252, for the transportation revolving loan fund and for light rail transit, to the commissioner of administration for renovation of storm and sanitary sewer lines at the Faribault correctional facility and to the commissioner of finance for bond sale expenses; prescribing a bond sale schedule; authorizing and providing for the issuance of state bonds for the projects and reauthorizing certain prior bond sale authorizations for railroad assistance and for the labor history center; prohibiting the use of the CAPRA appropriation to the commissioner of administration to renovate the Luverne veterans home; placing certain restrictions on expenditure of the appropriation for LRT; authorizing the transfer of unencumbered balances from state agency operating funds for construction projects, requiring approval of the commissioner of finance and the legislature for account transfers; clarifying exemptions from the requirement for specific legislative authority for certain construction projects; authorizing the MnSCU board to store and retain at the respective technical college original documents from carpentry program transactions and to grant permanent or temporary land easements; modifying the use of a certain prior appropriation to the MnSCU board of trustees for Pine technical college to construct an advanced technology center building, federal money receipt contingency; modifying a certain prior appropriation to the commissioner of natural resources for allocation to Anoka county for certain trail improvements in the city of Fridley; modifying the match requirements for a certain grant by the commissioner for the Beaver Island trail in Stearns county; reducing a certain prior appropriation to the commissioner of administration to relocate the Dahl house; reducing and canceling certain prior bond sale authorizations; authorizing the veterans home board of directors to make and maintain certain improvements to the Minneapolis, Hastings, Silver Bay, Fergus Falls and Luverne veterans homes using donated money; requesting the legislative audit commission (LAC) to direct the legislative auditor to investigate the mold problem at the Luverne veterans home and report to the commission and the legislature ARTICLE 2 Returning a certain amount of money to the unreserved general fund by changing the fund source for certain previously authorized projects, by decreasing the appropriation from the general fund and by appropriating an equal amount from the aggregate of the bond proceeds and transportation funds, projects to include certain improvements on the university of Minnesota Minneapolis, St. Paul, Crookston, Duluth and Morris campuses and the agricultural experiment stations, at Mankato state university and at the residential academies at Faribault, the Rochester regional recreation and sports center, department of natural resources (DNR) office facility consolidation, state park and recreation area building development and metro regional park and trail acquisition and betterment or development, public facilities authority matching money for federal drinking water grants and the wastewater infrastructure program, capitol area architectural and planning board (CAAPB) capitol building structural stabilization, department of transportation (DOT) local bridge replacement and rehabilitation, transit ways and port development assistance, Minneapolis and Hastings veterans homes improvements, Indian affairs council construction of the Battle Point cultural and education center, certain commissioner of trade and economic development (DTED) local convention, civic and community center projects, the Humboldt avenue greenway project, Prairieland expo, Montevideo downtown revitalization, the Paramount arts district regional arts center, the veterans memorial performing arts amphitheater and the Brooklyn Center Earle Brown heritage and Minnesota African American performing arts centers and Minnesota historical society Northwest company fur post interpretive, St. Anthony falls heritage education and Humphrey museum and learning centers; appropriating money to the commissioner of finance for bond sale expenses, providing for the sale of bonds for the projects and authorizing certain appropriation adjustments; preserving the debt service responsibilities of the university of Minnesota and the board of trustees of the Minnesota state colleges and universities (MnSCU) ARTICLE 3 Providing a contingent appropriation to the Minnesota minerals 21st century fund, specifying a maximum total appropriation and an iron range resources and rehabilitation board (IRRRB) match requirement (Ch. 240, 1999)
