Relating to gambling; authorizing the racing commission to authorize class B operators of class A racetracks conducting horse racing to operate card clubs under certain conditions, imposing an additional fee for the authorization, providing for regulation and supervision, type of wagering, charges and limits, requiring a plan of operation and set aside of certain revenues for purse payments, specifying compulsive gambling notice requirements, prohibiting participation by minors; expanding the authorized use of pull tab dispensing devices to licensed establishments for the off-sale of intoxicating liquor, exceptions; authorizing the gambling control board to adopt rules to permit tipboard games with multiple seals and for cumulative or carryover tipboard prizes; specifying certain raffle ticket prize listing requirements; increasing the limit on progressive bingo prizes and specifying certain limits for tipboard prizes(Ch. 206, 1999)
