Including design and construction standards relating to heat loss control, illumination and climate control under the state building code and building conservation codes in the model building codes conformity requirement; providing for enforcement of optional code provisions adopted by local government units by state building officials; transferring the adoption of the energy portion of the building code from the commissioner of public service to the commissioner of administration, specifying certain consultation requirements; requiring the construction codes advisory council to review the program evaluation report on the state building code issued by the office of the legislative auditor and report to the legislature by a certain date with recommendations on proposals implementation; specifying the effective date of the residential building energy code (Ch. 135, 1999)
