Relating to corrections; expanding permissible claims for injury or death to conditionally released inmates performing compensated community service work; prohibiting the use of state appropriations to acquire or install works of art in state correctional facilities; eliminating the requirement for the commissioner of corrections to annually report to the legislature on the amount and use of training funds received; authorizing the expenditure of funds to provide training services to juvenile detention services subsidy program staff; authorizing deduction from inmate work release accounts and other earnings for restitution to staff for property damage or to other inmates for personal injury caused by inmate conduct; expanding the authority of the commissioner to require inmate participation in rehabilitative programs and authorizing the imposition of disciplinary sanctions for refusing to participate; clarifying the application of sentences of imprisonment to felonies only; requiring criminal justice agencies to make presentence investigation records available to probation officers or the commissioner at no cost; clarifying the admissions criteria for the correctional facility at Red Wing; repealing the mutual agreement rehabilitative program (Ch. 126, 1999)
