Relating to education; replacing the profile of learning with rigorous academic standards and requiring the high school graduation rule to contain foundational skills in the core curricular areas of reading, writing and mathematics; providing for school district requirements for high school graduation and specifying certain minimum curricular requirements constituting regorous academic standards; requiring measurement of student learning rather than performance; modifying certain statewide testing requirements, providing for the availability of certain test results to school districts for diagnostic and educational accountability purposes; expanding certain comprehensive assessment system requirements of the commissioner of children, families and learning to secondary students; increasing the frequency of the report to the legislature and the commissioner by the office of educational accountability; repealing certain provisions providing for implementation of the profile of learning (ra)
