HF 1235 Senate Long Description
Relating to animal feedlots; excluding certain manure runoff containment areas from certain regulations; exempting livestock production facilities from state ambient air quality standards during and for a certain number of days after manure removal from barns or storage facilities, specifying an annual maximum number of exempt days for certain larger facilities; requiring facility operator notice of exemption claims to the pollution control agency or delegated county feedlot officer; providing for the applicability of ambient air quality standards at the farm property boundary, providing for the obtaining of air quality easements; prescribing PCA feedlot administrative penalty orders issuance procedures; authorizing responsible governmental units to require preparation of environmental assessment worksheets for the construction or expansion of feedlots under certain conditions; exempting feedlots from environmental review rules relating to connected actions; requiring the commissioner of the PCA to report to the legislature by a certain date on the use of and recommended changes to the ambient air quality standards exemption; repealing the requirement for the environmental quality board (EQB) to study and adopt rules relating to connected actions on feedlots and the need for environmental review (Ch. 204, 1999 - VETO)
