HF 1003 Senate Long Description

Modifying and clarifying certain provisions relating to the legislative audit commission (LAC) and the legislative auditor; modifying the membership of the commission, removing the tax committee chairs; requiring the salaries and benefits of the legislative and deputy auditors and confidential secretaries to be determined by the compensation plan approved by the legislative coordinating commission (LCC); requiring appointed deputies of the financial audit division to be licensed as certified public accountants (CPA); providing for the protection of certain nonpublic data from unlawful disclosure; classifying certain audit data; modifying the audit, review, examination and evaluation powers and duties and reporting requirements of the auditor, eliminating auditor access to certain welfare data and transferring certain prosecution duties from the attorney general to the county attorney; eliminating certain reporting requirements of constitutional officers, the courts and certain semi-state agencies and retirement systems and requiring the reporting of employee or officer evidence of theft, embezzlement or unlawful use of public funds by certain semi-state agencies to the legislative auditor; eliminating or transferring certain accounting responsibilities and eliminating a certain official bonds approval requirement of the auditor; specifying certain renumbering instructions to the revisor of statutes (Ch. 99, 1999)
