  1.1                          A bill for an act 
  1.2             relating to highways; imposing certain restrictions on 
  1.3             final design plans of the commissioner of 
  1.4             transportation relating to the reconstruction or 
  1.5             replacement of the Mississippi River bridge on marked 
  1.6             interstate highway No. 35-E. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:  
  1.8      Section 1.  [COMMISSIONER OF TRANSPORTATION; I-35E BRIDGE.] 
  1.9      (a) Notwithstanding any law to the contrary, any final 
  1.10  design plans adopted by the commissioner of transportation for 
  1.11  the reconstruction or replacement of the Mississippi River 
  1.12  bridge on marked interstate highway No. 35-E must provide that: 
  1.13     (1) the bridge be replaced or reconstructed substantially 
  1.14  on the same alignment as the existing bridge; 
  1.15     (2) the new or reconstructed bridge provide a 
  1.16  bicycle-pedestrian trail; and 
  1.17     (3) the new or reconstructed bridge not contain more than 
  1.18  two lanes each way for vehicular travel, including any reserve 
  1.19  capacity but excluding shoulders and a bicycle-pedestrian trail. 
  1.20     (b) The final design plans for the project described in 
  1.21  paragraph (a) must be based on traffic projections that assume 
  1.22  that no change will be made in the design, traffic restrictions, 
  1.23  and speed limit on marked interstate highway No. 35-E in St. 
  1.24  Paul between West Seventh Street and Kellogg Boulevard. 
  1.25     (c) The commissioner may not acquire any land for the 
  1.26  project described in paragraph (a) unless the final design plans 
  2.1   for the project meet the requirements of paragraphs (a) and (b). 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective the day following final enactment.
