1.1 A bill for an act 1.2 relating to education; providing for staff 1.3 development; appropriating money; amending Minnesota 1.4 Statutes 1996, section 124A.29, subdivision 1; Laws 1.5 1997, First Special Session chapter 4, article 5, 1.6 section 28, subdivision 12. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Minnesota Statutes 1996, section 124A.29, 1.9 subdivision 1, is amended to read: 1.10 Subdivision 1. [STAFF DEVELOPMENT AND PARENTAL INVOLVEMENT 1.11 REVENUE.] A district isencouragedrequired to reserve at least 1.12 three percent for fiscal year 1999, four percent for fiscal year 1.13 2000, and five percent for fiscal year 2001 and thereafter, of 1.14 its general education revenue for in-service education for 1.15 programs under section 126.77, subdivision 2, for staff 1.16 development plans, including plans for challenging instructional 1.17 activities and experiences under section 126.70, and for 1.18 curriculum development and programs, other in-service education, 1.19 teachers' workshops, teacher conferences, the cost of substitute 1.20 teachers staff development purposes, and other related costs for 1.21 staff development efforts. Districts may expend an additional 1.22 amount of basic revenue for staff development based on their 1.23 needs. The school board shall initially allocate 50 percent of 1.24 the revenue to each school site in the district on a per teacher 1.25 basis, which shall be retained by the school site until used. 1.26 The board may retain 25 percent to be used for district wide 2.1 staff development efforts. The remaining 25 percent of the 2.2 revenue shall be used to make grants to school sites that 2.3 demonstrate exemplary use of allocated staff development 2.4 revenue. A grant may be used for any purpose authorized under 2.5 section 126.70, 126.77, subdivision 2, or for the costs of 2.6 curriculum development and programs, other in-service education, 2.7 teachers' workshops, teacher conferences, substitute teachers 2.8 for staff development purposes, and other staff development 2.9 efforts, and determined by the site decision-making team. The 2.10 site decision-making team must demonstrate to the school board 2.11 the extent to which staff at the site have met the outcomes of 2.12 the program. The board may withhold a portion of initial 2.13 allocation of revenue if the staff development outcomes are not 2.14 being met. 2.15 Sec. 2. Laws 1997, First Special Session chapter 4, 2.16 article 5, section 28, subdivision 12, is amended to read: 2.17 Subd. 12. [GRADUATION RULE IMPLEMENTATION AT THE SITE 2.18 AID.] For graduation rule implementation: 2.19 $10,000,000 ..... 1998 2.20 $20,000,000 ..... 1999 2.21 (a) This appropriation shall be paid to districts according 2.22 to paragraph (b). The purpose of the aid is to accelerate the 2.23 implementation of the graduation rule throughout all education 2.24 sites in the district through intensive staff development and 2.25 decentralized decision making. The board shall work with the 2.26 teaching staff in the district to determine the most effective 2.27 staff development processes to assure an acceleration of the 2.28 implementation. This appropriation is one-time only. 2.29 (b) A district shall receive aid equal to $10 for fiscal 2.30 year 1998 and $20 for fiscal year 1999 times the number of pupil 2.31 units in the district for fiscal year 1998. At least 30 percent 2.32 in fiscal year 1998 and 90 percent in fiscal year 1999 must be 2.33 used for the purposes of paragraph (a). 2.34 Sec. 3. [EFFECTIVE DATE.] 2.35 Sections 1 and 2 are effective the day following final 2.36 enactment.
