  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS.] 
  1.6      $....... is appropriated from the general fund to the 
  1.7   Council on Black Minnesotans to create a task force to study and 
  1.8   report to the legislature by January 1, 1999, on programs and 
  1.9   services needed for people of color in areas of parenting, 
  1.10  family skills, education, employment, transition services, and 
  1.11  health treatment.  Members of the task force shall be specified 
  1.12  by the Council on Black Minnesotans.
