  1.1                          A bill for an act 
  1.2             relating to children; providing for a child care 
  1.3             program; appropriating money; amending Minnesota 
  1.4             Statutes 1996, section 119B.05, by adding a 
  1.5             subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 119B.05, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 8.  [EDUCATION ASSISTANCE PROGRAM.] The commissioner 
  1.10  of children, families, and learning shall implement a program to 
  1.11  be administered at the county level to provide child care 
  1.12  assistance to MFIP-S recipients who meet MFIP-S requirements and 
  1.13  who are in a self-initiated education or training program.  The 
  1.14  commissioner shall solicit applications for the education 
  1.15  assistance program and shall select two counties, one from the 
  1.16  seven-county metropolitan area, to participate in a program to 
  1.17  provide child care educational assistance to MFIP-S recipients. 
  1.18     Assistance under this program is in addition to any other 
  1.19  child care assistance received by the recipient.  Assistance may 
  1.20  continue through the transitional year.  To be eligible under 
  1.21  this program, the county must certify that the person meets the 
  1.22  following requirements: 
  1.23     (1) the person otherwise meets all MFIP-S eligibility 
  1.24  requirements and is not subject to a sanction under section 
  1.25  256J.46; and 
  2.1      (2) the person is enrolled in education or training 
  2.2   designed to provide employment in a profession designated by 
  2.3   either the Minnesota state colleges and universities system or 
  2.4   the department of economic security as a profession facing a 
  2.5   critical labor shortage or need. 
  2.6      In selecting counties to participate in this program, the 
  2.7   commissioner shall consider the extent to which counties are 
  2.8   pursuing matching assistance from business and charitable 
  2.9   organizations. 
  2.10     The commissioner shall report the utilization and 
  2.11  effectiveness of the program to the relevant legislative 
  2.12  committees by January 15, 1999. 
  2.13     Sec. 2.  [APPROPRIATION.] 
  2.14     $....... is appropriated for fiscal year 1999 to the 
  2.15  commissioner of children, families, and learning for the 
  2.16  purposes of section 1. 
  2.17     Sec. 3.  [EFFECTIVE DATE.] 
  2.18     Sections 1 and 2 are effective July 1, 1998.
