1.1 A bill for an act 1.2 relating to education; requiring an examination and 1.3 report of the prekindergarten through grade 12 1.4 education governance structure; appropriating money. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [EXAMINATION OF PREKINDERGARTEN THROUGH GRADE 1.7 12 EDUCATION GOVERNANCE.] 1.8 Subdivision 1. [ESTABLISHMENT; PURPOSE.] The coalition for 1.9 education reform and accountability established in Laws 1993, 1.10 chapter 224, article 1, section 35, must examine alternatives 1.11 for restructuring the state's prekindergarten through grade 12 1.12 education system to ensure cross-agency collaboration, to better 1.13 accommodate the need for educational accountability, significant 1.14 educational reform initiatives, school choice policies, data 1.15 practices issues, and the transition to greater site-based 1.16 management with the ultimate goal of best meeting children's 1.17 educational needs and interests. 1.18 Subd. 2. [MEMBERSHIP; COMPENSATION.] The panel established 1.19 according to Laws 1993, chapter 224, article 1, section 35, 1.20 subdivision 3, must update the membership and fill vacancies on 1.21 the coalition according to the criteria established in Laws 1.22 1993, chapter 224, article 1, section 35, subdivision 2. 1.23 Coalition members may receive compensation according to 1.24 Minnesota Statutes, section 15.059, subdivision 3. 1.25 Subd. 3. [STUDY.] The coalition must examine alternatives 2.1 for restructuring the state's prekindergarten through grade 12 2.2 education system by considering at least the following: 2.3 (1) the roles of the legislature, governor's office, state 2.4 board of education, and the commissioner of children, families, 2.5 and learning in making statewide policy and administrative 2.6 decisions affecting prekindergarten through grade 12 education; 2.7 (2) the extent to which the current structure of regional 2.8 and local government units, including service units, education 2.9 districts, school districts, city councils, and county boards, 2.10 promotes or inhibits intergovernmental collaboration; 2.11 (3) how to facilitate broad-based collaboration between 2.12 schools and state and county-based social service agencies 2.13 serving the same or similar populations of children and 2.14 families; 2.15 (4) how to best anticipate and accommodate the changing 2.16 demographics of students and staff in the context of a dynamic 2.17 education system; and 2.18 (5) how to best accommodate significant educational reform 2.19 initiatives, school choice policies, data practices issues, the 2.20 need for educational accountability, and the transition to 2.21 greater site-based management at the state and local levels of 2.22 government. 2.23 Subd. 4. [REPORT.] The coalition must submit a report of 2.24 its findings and recommendations to the education committees of 2.25 the house and senate by January 15, 1999. 2.26 Sec. 2. [APPROPRIATION.] 2.27 Subdivision 1. [COMMISSIONER.] The sum indicated in this 2.28 section is appropriated from the general fund to the 2.29 commissioner of children, families, and learning in the fiscal 2.30 year designated. 2.31 Subd. 2. [COALITION ON EDUCATION REFORM AND 2.32 ACCOUNTABILITY.] For an examination and report on the 2.33 prekindergarten through grade 12 education governance structure 2.34 according to section 1: 2.35 $....... ..... 1998 2.36 This appropriation is available until June 30, 1999. 3.1 Sec. 3. [EFFECTIVE DATE.] 3.2 Sections 1 and 2 are effective the day following final 3.3 enactment.
