  1.1                          A bill for an act 
  1.2             relating to lotteries; adjusting retailer commissions; 
  1.3             amending Minnesota Statutes 1996, section 349A.06, 
  1.4             subdivision 6. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1996, section 349A.06, 
  1.7   subdivision 6, is amended to read: 
  1.8      Subd. 6.  [RETENTION BY RETAILERS.] (a) The director may by 
  1.9   rule provide for: 
  1.10     (1) amounts which a lottery retailer may retain from gross 
  1.11  receipts from the sale of lottery tickets in order to pay prizes 
  1.12  to holders of winning tickets; and 
  1.13     (2) amounts which a lottery retailer may retain from gross 
  1.14  receipts from the sale of lottery tickets as a commission.  
  1.15     (b) The rate of commission paid to a retailer in any 
  1.16  calendar year shall be changed by the director by the same 
  1.17  percentage as the change in the regional consumer price index 
  1.18  for urban consumers for the prior calendar year. 
  1.19     Sec. 2.  [EFFECTIVE DATE.] 
  1.20     Section 1 is effective the day following final enactment 
  1.21  and applies to commissions paid on and after January 1, 1999.
