  1.1                          A bill for an act
  1.2             relating to education; allowing campus withdrawal from 
  1.3             student associations; changing representation in 
  1.4             student associations; amending Minnesota Statutes 
  1.5             1996, section 136F.22, subdivisions 1 and 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 136F.22, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [STATEWIDE.] The board shall recognize one 
  1.10  statewide student association for the community colleges, one 
  1.11  for the state universities, and one for the technical colleges.  
  1.12  Each campus student association shall be affiliated with its 
  1.13  statewide student association and all students enrolled on those 
  1.14  campuses shall be members of their respective statewide 
  1.15  association.  Representation of campuses on the board of 
  1.16  directors and other statewide committees of the statewide 
  1.17  association shall be proportional to the full-year equivalent 
  1.18  enrollment of undergraduate and graduate students on each campus.
  1.19     Sec. 2.  Minnesota Statutes 1996, section 136F.22, 
  1.20  subdivision 3, is amended to read: 
  1.21     Subd. 3.  [CONSOLIDATION.] Changes may be made to student 
  1.22  associations located on community college, state university, 
  1.23  technical college, or consolidated colocated campuses with the 
  1.24  approval of the students of each affected campus.  A campus may 
  1.25  withdraw from its statewide association after an affirmative 
  2.1   vote of the student association on that campus.  If a campus 
  2.2   votes to withdraw, its withdrawal shall be effective on June 30 
  2.3   of the fiscal year following the fiscal year in which the vote 
  2.4   is taken.
