  1.1                          A bill for an act
  1.2             relating to the state lottery; proposing an amendment 
  1.3             to the Minnesota Constitution to dedicate ten percent 
  1.4             of the net proceeds of the state lottery to an 
  1.5             affordable housing and home ownership fund. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment is proposed to the Minnesota Constitution, 
  1.9   article XI.  If the amendment is adopted, article XI will be 
  1.10  amended by adding a section to read: 
  1.11     Sec. 15.  A Minnesota affordable housing and home ownership 
  1.12  fund is established in the state treasury.  The legislature may 
  1.13  spend money in the fund for construction and rehabilitation of 
  1.14  affordable housing to increase home ownership opportunities, to 
  1.15  preserve or create affordable housing for renters, and to assist 
  1.16  local governments to provide transitional housing and shelter to 
  1.17  prevent homelessness of families, elderly, and disabled persons.
  1.18  Ten percent of the net proceeds from any state-operated lottery 
  1.19  must be credited to the fund. 
  1.20     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.21     The amendment proposed in section 1 shall be submitted to 
  1.22  the people at the 1998 general election.  The question submitted 
  1.23  shall be: 
  1.24     "Shall the Minnesota Constitution be amended to dedicate 
  1.25  ten percent of state lottery revenues to a special fund to 
  2.1   support construction and rehabilitation of affordable housing to 
  2.2   increase home ownership opportunities, to preserve or create 
  2.3   affordable housing for renters, and to assist local governments 
  2.4   to provide transitional housing and shelter to prevent 
  2.5   homelessness of families, elderly, and disabled persons?  
  2.6                                      Yes .......
  2.7                                      No ........"
