  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [REPEALER.] 
  1.9      Laws 1997, chapter 231, article 16, section 4, is repealed. 
  1.10     Sec. 2.  [EFFECTIVE DATE.] 
  1.11     Section 1 is effective retroactive to July 1, 1997.
