1.1 A bill for an act 1.2 relating to education; permitting the Faribault 1.3 Academies to apply for competitive grants; 1.4 appropriating money; amending Minnesota Statutes 1996, 1.5 section 128A.02, by adding a subdivision. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Minnesota Statutes 1996, section 128A.02, is 1.8 amended by adding a subdivision to read: 1.9 Subd. 7. [GRANTS.] The state board, through the chief 1.10 administrators of the academies, may apply for all competitive 1.11 grants administered by agencies of the state and other 1.12 government or nongovernment sources. Application may not be 1.13 made for grants over which the board has discretion. 1.14 Sec. 2. [APPROPRIATIONS.] 1.15 Subdivision 1. [DEPARTMENT OF CHILDREN, FAMILIES, AND 1.16 LEARNING.] The sums indicated in this section are appropriated 1.17 from the general fund to the department of children, families, 1.18 and learning for the fiscal years designated. 1.19 Subd. 2. [FARIBAULT ACADEMIES.] For the Faribault 1.20 Academies: 1.21 $8,910,000 ..... 1998 1.22 $8,908,000 ..... 1999 1.23 Any balance in the first year does not cancel but is 1.24 available in the second year. 1.25 In the next biennial budget, the academies must assess 2.1 their progress in meeting the established performance measures 2.2 for the Faribault Academies and inform the legislature on the 2.3 content of that assessment. The information must include an 2.4 assessment of its progress by consumers and employees. 2.5 Subd. 3. [TECHNOLOGY ENHANCEMENT.] For technology 2.6 improvements at the Faribault Academies: 2.7 $500,000 ..... 1998 2.8 $500,000 ..... 1999 2.9 The appropriation is for implementing the Faribault 2.10 Academies' technology plan including completion of a local area 2.11 network; installation of ten technology laboratories, classroom 2.12 work stations, and additional hardware and software; purchases 2.13 of large-screen monitors, speech synthesizers, screen-reader 2.14 software, and braille display; and technology support and 2.15 maintenance to assist the academies in fulfilling their 2.16 educational mission. 2.17 Any balance in the first year does not cancel but is 2.18 available in the second year. 2.19 Subd. 4.
