  1.1                          A bill for an act 
  1.2             relating to human services; authorizing the 
  1.3             commissioner of human services to develop a pilot 
  1.4             project community-based mental health crisis center 
  1.5             for women; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PILOT PROJECT ON WOMEN'S MENTAL HEALTH CRISIS 
  1.8   SERVICES.] 
  1.9      (a) The commissioner of human services shall develop a 
  1.10  one-year pilot project community-based crisis center for women 
  1.11  who are experiencing a mental health crisis as a result of 
  1.12  childhood physical or sexual abuse.  The commissioner shall 
  1.13  provide pilot project funding to Hennepin county to contract 
  1.14  with a four-bed adult foster care facility to provide these 
  1.15  services. 
  1.16     (b) The commissioner shall apply to the federal government 
  1.17  for all necessary waivers of medical assistance requirements for 
  1.18  funding of mental health clinics so that the services in 
  1.19  paragraph (a) may be reimbursed by medical assistance effective 
  1.20  July 1, 1998, or upon receipt of federal approval, whichever 
  1.21  occurs first. 
  1.22     Sec. 2.  [APPROPRIATION.] 
  1.23     $250,000 is appropriated from the general fund to the 
  1.24  commissioner of human services for the purposes of section 1, 
  1.25  paragraph (a), for the fiscal year beginning July 1, 1997.
