1.1 A bill for an act 1.2 relating to the cities of Minneapolis and St. Paul; 1.3 authorizing creation of certain tax increment 1.4 districts. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [CITIES OF MINNEAPOLIS AND ST. PAUL; TAX 1.7 INCREMENT DISTRICT AUTHORIZATION.] 1.8 (a) The city of Minneapolis and the city of St. Paul may 1.9 each establish a project to be known as the southeast 1.10 Minneapolis and west St. Paul industrial area, referred to in 1.11 this act as "the SEMI area project." As used in this act, "the 1.12 SEMI area" is an area that is bounded on the north by Rollins 1.13 Avenue to 17th Avenue Southeast to Elm Street Southeast extended 1.14 to the north line of the Burlington Northern (Burlington/Santa 1.15 Fe) right-of-way extended to Minnesota Highway 280, on the east 1.16 by Minnesota Highway 280, on the south by University Avenue, and 1.17 on the west by Oak Street to Eighth Street Southwest to 15th 1.18 Avenue Southeast to Rollins Avenue. Any parcel that is 1.19 partially or wholly situated in the SEMI area in the city of 1.20 Minneapolis may be included in one or more redevelopment tax 1.21 increment financing districts of the city of Minneapolis if the 1.22 request for certification of the district is submitted to the 1.23 Hennepin county auditor by December 31, 2018. Any parcel that 1.24 is partially or wholly situated in the SEMI area in the city of 1.25 St. Paul may be included in one or more redevelopment tax 2.1 increment financing districts of the city of St. Paul if the 2.2 request for certification of the district is submitted to the 2.3 Ramsey county auditor by December 31, 2018. 2.4 (b) Minnesota Statutes, sections 469.176, subdivisions 4i 2.5 and 4j, and 469.1763, do not apply to any tax increment 2.6 financing district in the SEMI area, regardless of when the 2.7 request for certification of the district was made, including 2.8 requests made before the effective date of this act, but 2.9 provided that the request for certification must be made before 2.10 December 31, 2018. 2.11 Sec. 2. [EXPENDITURES OUTSIDE DISTRICT.] 2.12 For each tax increment financing district in the SEMI area, 2.13 all tax increment revenue derived from the parcels in the SEMI 2.14 area must be expended on activities in the SEMI area in either 2.15 city or to pay debt service on bonds issued by either city, the 2.16 Minneapolis community development agency, or the St. Paul 2.17 housing and redevelopment authority, to the extent that the 2.18 proceeds of the bonds were used to finance activities in the 2.19 SEMI area or to pay, or secure payment of, debt service on 2.20 credit-enhanced bonds issued by either city, the Minneapolis 2.21 community development agency, or the St. Paul housing and 2.22 redevelopment authority. 2.23 Sec. 3. [POWERS.] 2.24 Either the city of Minneapolis or the city of St. Paul may 2.25 exercise any powers in the SEMI area as provided to the 2.26 Minneapolis community development agency or the city of 2.27 Minneapolis in Laws 1980, chapter 595, as amended. 2.28 Sec. 4. [EFFECTIVE DATE.] 2.29 This act is effective for the city of Minneapolis upon 2.30 compliance by the governing body of the city with Minnesota 2.31 Statutes, section 645.021, subdivision 3. This act is effective 2.32 for the city of St. Paul upon compliance by the governing body 2.33 of the city with Minnesota Statutes, section 645.021, 2.34 subdivision 3.
