  1.1                          A bill for an act 
  1.2             relating to crime prevention; authorizing the 
  1.3             commissioner of corrections to establish a 
  1.4             correctional facility at Ah Gwah Ching; authorizing 
  1.5             the sale of state bonds; appropriating money; 
  1.6             proposing coding for new law in Minnesota Statutes, 
  1.7             chapter 243. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [243.95] [THE MINNESOTA CORRECTIONAL 
  1.10  FACILITY-AH GWAH CHING.] 
  1.11     The Minnesota correctional facility-Ah Gwah Ching is 
  1.12  established at Ah Gwah Ching, Minnesota, in which may be placed 
  1.13  persons committed to the commissioner of corrections by the 
  1.14  courts of this state who, in the opinion of the commissioner, 
  1.15  may benefit from the programs available at the facility.  The 
  1.16  general control and management of the facility shall be under 
  1.17  the commissioner of corrections, who shall operate it as a 
  1.18  minimum security adult correctional facility for geriatric and 
  1.19  medical care. 
  1.20     Sec. 2.  [CONTRACTS AUTHORIZED; DEADLINE.] 
  1.21     The commissioner may enter into negotiations and contracts 
  1.22  with the commissioner of human services to establish the 
  1.23  facility within available appropriations.  The commissioner 
  1.24  shall ensure that the facility is available for the placement of 
  1.25  persons committed to the commissioner by December 31, 1996. 
  1.26     Sec. 3.  [APPROPRIATION.] 
  2.1      $1,700,000 is appropriated from the bond proceeds fund to 
  2.2   the commissioner of administration to predesign, design, 
  2.3   remodel, and construct new space for the Minnesota correctional 
  2.4   facility-Ah Gwah Ching. 
  2.5      Sec. 4.  [BOND SALE.] 
  2.6      To provide the money appropriated in section 1 from the 
  2.7   state bond proceeds fund, the commissioner of finance, on 
  2.8   request of the governor, shall sell and issue bonds of the state 
  2.9   in an amount up to $1,700,000 in the manner, upon the terms, and 
  2.10  with the effect prescribed by Minnesota Statutes, sections 
  2.11  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.12  XI, sections 4 to 7. 
  2.13     Sec. 5.  [EFFECTIVE DATE.] 
  2.14     This act is effective the day following final enactment.
