  1.1                          A bill for an act 
  1.2             relating to education; modifying reserved revenue for 
  1.3             staff development; amending Minnesota Statutes 1995 
  1.4             Supplement, section 124A.29, subdivision 1. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1995 Supplement, section 
  1.7   124A.29, subdivision 1, is amended to read: 
  1.8      Subdivision 1.  [STAFF DEVELOPMENT AND PARENTAL INVOLVEMENT 
  1.9   REVENUE.] A district is encouraged to shall reserve general 
  1.10  education revenue for in-service education for programs under 
  1.11  section 126.77, subdivision 2, for staff development plans, 
  1.12  including plans for challenging instructional activities and 
  1.13  experiences under section 126.70, and for curriculum development 
  1.14  and programs, other in-service education, teachers' workshops, 
  1.15  teacher conferences, the cost of substitute teachers staff 
  1.16  development purposes, and other related costs for staff 
  1.17  development efforts.  The reserve amount shall equal three 
  1.18  percent of basic revenue in fiscal year 1997, 3.5 percent in 
  1.19  fiscal year 1998, four percent in fiscal year 1999, and five 
  1.20  percent in fiscal year 2000 and thereafter.  Districts may 
  1.21  expend an additional amount of basic revenue for staff 
  1.22  development based on their needs.  The school board shall 
  1.23  initially allocate 50 percent of the revenue to each school site 
  1.24  in the district on a per teacher basis, which shall be retained 
  1.25  by the school site until used.  The board may retain 25 percent 
  2.1   to be used for district wide staff development efforts.  The 
  2.2   remaining 25 percent of the revenue shall be used to make grants 
  2.3   to school sites that demonstrate exemplary use of allocated 
  2.4   staff development revenue.  A grant may be used for any purpose 
  2.5   authorized under section 126.70, 126.77, subdivision 2, or for 
  2.6   the costs of curriculum development and programs, other 
  2.7   in-service education, teachers' workshops, teacher conferences, 
  2.8   substitute teachers for staff development purposes, and other 
  2.9   staff development efforts, and determined by the site 
  2.10  decision-making team.  The site decision-making team must 
  2.11  demonstrate to the school board the extent to which staff at the 
  2.12  site have met the outcomes of the program.  The board may 
  2.13  withhold a portion of initial allocation of revenue if the staff 
  2.14  development outcomes are not being met.
