  1.1                          A bill for an act 
  1.2             relating to transportation; allowing applicants to 
  1.3             obtain driver's licenses without passing a 
  1.4             behind-the-wheel test upon completion of driver 
  1.5             education courses; appropriating money; amending 
  1.6             Minnesota Statutes 1994, section 171.13, subdivision 
  1.7             1a. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 171.13, 
  1.10  subdivision 1a, is amended to read: 
  1.11     Subd. 1a.  [WAIVER.] The commissioner may waive the 
  1.12  requirement that the applicant demonstrate ability to exercise 
  1.13  ordinary and reasonable control in the operation of a motor 
  1.14  vehicle on determining that the applicant possesses a valid 
  1.15  driver's license issued by a jurisdiction that requires a 
  1.16  comparable demonstration for license issuance.  The commissioner 
  1.17  shall waive the requirement that the applicant demonstrate 
  1.18  ability to exercise ordinary and reasonable control in the 
  1.19  operation of a motor vehicle on determining that an applicant 
  1.20  has successfully completed a driver education course and 
  1.21  examination, within the year preceding the application for 
  1.22  license, and the course and examination were approved by the 
  1.23  state board of education if offered through the public schools 
  1.24  or by the department of public safety if offered through a 
  1.25  commercial driver training school. 
  1.26     Sec. 2.  [APPROPRIATION.] 
  2.1      $....... is appropriated from the trunk highway fund to the 
  2.2   department of public safety, division of driver and vehicle 
  2.3   services, to be used to improve procedures for licensing, 
  2.4   inspecting, and examining commercial driver training schools.
