  1.1                          A bill for an act 
  1.2             relating to education; creating a pilot grant program 
  1.3             to meet the educational and culturally related 
  1.4             academic needs of students of Mexican origin; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MEXICAN ORIGIN EDUCATION PILOT GRANT PROGRAM.] 
  1.8      Subdivision 1.  [ESTABLISHMENT.] A Mexican origin education 
  1.9   pilot grant program is established to assist school districts 
  1.10  and communities in meeting the educational and culturally 
  1.11  related academic needs of students of Mexican origin. 
  1.12     Subd. 2.  [EXPECTED OUTCOMES.] Grant recipients shall use 
  1.13  the funds for programs designed to improve the school success of 
  1.14  students of Mexican origin.  Grant proceeds may be used for 
  1.15  curriculum and staff development, tutoring, mentoring, parent 
  1.16  involvement, and other programs that are designed to: 
  1.17     (1) improve student achievement and reduce dropout rates; 
  1.18     (2) increase student knowledge and understanding of Mexican 
  1.19  history; 
  1.20     (3) improve instruction by developing the cultural 
  1.21  competence skills of teachers and other staff; and 
  1.22     (4) increase parent involvement in education and the school 
  1.23  community. 
  1.24     Subd. 3.  [GRANT ELIGIBILITY, APPLICATIONS, AND AWARDS.] A 
  1.25  school district with at least ten percent students of Mexican 
  2.1   origin may apply for a grant.  The commissioner of education 
  2.2   shall prescribe the form and manner of applications, and may 
  2.3   award grants to applicants likely to meet the outcomes in 
  2.4   subdivision 2.  The commissioner shall give preference to grant 
  2.5   proposals that provide for collaboration with community 
  2.6   resources. 
  2.7      Sec. 2.  [APPROPRIATION.] 
  2.8      Subdivision 1.  [DEPARTMENT OF EDUCATION.] The sums 
  2.9   indicated in this section are appropriated from the general fund 
  2.10  to the department of education in the fiscal year indicated. 
  2.11     Subd. 2.  [MEXICAN ORIGIN EDUCATION GRANTS.] For grants 
  2.12  according to section 1:
