458.40 MUST VOTE TO ISSUE BONDS IF CHARTER SAYS SO.
If a charter adopted under the Minnesota Constitution, article IV, section 36, article XI,
section 4, or article XII, section 5, has a provision that requires the question of the issuance of
bonds to be submitted to the electors, the provision prevails over sections 458.36 to 458.40.
