A bill for an act
relating to public safety; appropriating money for behavior intervention and
rehabilitation of at-risk youth.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin AT-RISK YOUTH; APPROPRIATION.

$500,000 in fiscal year 2024 and $500,000 in fiscal year 2025 are appropriated from the
general fund to the commissioner of public safety for a grant to the 8012 Truce Center to
continue to provide and expand community-based conflict resolution services that encourage
and support at-risk youth. Center programs supported by these grant funds must include
programs focused on:

(1) offering a unique and inclusive approach to rehabilitation and reform by grounding
youth in cultural roots and perspectives;

(2) providing education supportive services and mentorship;
new text end
new text begin
(3) supporting at-risk youth by partnering with local schools to offer behavior intervention
for at-risk youth;

(4) mentoring youth ages eight to 18 years old and providing tutoring services, career
training, and job placement services;

(5) assisting with chemical dependency counseling for youth struggling with addiction;
new text end
new text begin
(6) increasing the scope of program mentorship services in high-risk areas to prevent
violence and realize a decrease in crime and a positive impact on the immediate surrounding
community where crime rates continue to rise;

(7) providing behavior intervention for at-risk youth by making mentorship services
mandated as part of sentencing for crimes committed;

(8) providing mediation services and classes for successfully addressing coparenting
issues, and educating families on the justice system and family court system; and

(9) ensuring safe and thriving communities through other community programs and
forms of community outreach.
