A bill for an act
relating to health; establishing grants for an AIDS prevention initiative focusing
on African-born Minnesotans; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin AIDS PREVENTION INITIATIVE FOCUSING ON AFRICAN-BORN
RESIDENTS.

The commissioner of health shall award grants in accordance with Minnesota
Statutes, section 145.924, paragraph (b), for a public education and awareness campaign
targeting communities of African-born Minnesota residents. The grants shall be designed
to promote knowledge and understanding about HIV and to increase knowledge in order
to eliminate and reduce the risk for HIV infection; to encourage screening and testing for
HIV; and to link individuals to public health and health care resources. The grants must be
awarded to collaborative efforts that bring together nonprofit community-based groups
with demonstrated experience in addressing the public health, health care, and social
service needs of African-born communities.

$300,000 is appropriated for fiscal year 2008 from the general fund to the
commissioner of health for the purpose of section 1. This appropriation is a onetime
appropriation and shall not become part of the base-level funding for the 2008-2009
biennium.
