     18.161 Public funds, expenditure, limitation.  


    Nothing contained in sections 18.041 to 18.151 shall be 
 construed to authorize the expenditure of public funds by any 
 governmental unit in excess of the amounts fixed in any law 
 limiting the expenditures of any governmental unit on a per 
 capita basis.
