E Requiring the commissioner of commerce by a certain date to establish and
maintain a list of telephone numbers of residential subscribers objecting to
receiving telephone solicitations (telemarketing), defining telephone
solicitation; requiring local exchange companies to inform residential
subscribers of the opportunity to notify the commissioner of objection,
requiring the commissioner to add the telephone numbers of objecting subscribers
to and prohibiting solicitors from calling numbers on the list; limiting the
effectiveness duration of the notices; requiring the commissioner to establish
procedures for solicitors to access the list, imposing an access fee; requiring
the commissioner to include state subscribers on a national list in the state
list and to transmit to the federal trade commission (FTC) the telephone numbers
on the no call list for inclusion on the national list, requiring solicitor
access to either the state or national list upon establishment; classifying
information contained in the list and restricting release; granting the
commissioner certain enforcement authority; providing immunity from liability to
caller identification service providers for violations by other persons or
entities; imposing a statute of limitations and providing for court jurisdiction
