E Revisor's bill; correcting miscellaneous oversights, inconsistencies,
ambiguities, unintended results and technical errors in certain legislative
enactments relating to the applicability of other laws to nonprofit
corporations, to phospherous fertilizers application restrictions, to homestead
property tax treatment limits, to the estate tax rate and to public utility
property tax rates; providing or correcting certain effective dates; expanding
the authority of the commissioner of administration to enter into long term
lease purchase agreements with the city of St. Paul for the development of
office facilities for the departments of health, agriculture and human services
to parking facilities; retroactively repealing the repeal of a certain exception
to certain metropolitan transit police qualification requirements (ja)
