5E Relating to stadiums

ARTICLE 1 - MINNESOTA SPORTS FACILITIES
AUTHORITY

Establishing the legislative commission on Minnesota sports
facilities, prescribing membership, terms and vacancies, the election of a
chair, compensation, staff, meetings and procedures, and certain powers, duties
and budget oversight procedures; providing for a sales and use tax exemption for
stadium building materials; establishing the Minnesota sports facilities
authority and prescribing responsibilities, membership, compensation, chair,
bylaws, audit, employees, website, quorum, powers, and duties; including
authority employees in the definition of state employees; providing a purpose
and defining terms; requiring stadium construction at the stadium site in
Minneapolis; specifying stadium design and construction; requiring commemorative
bricks; providing for employment, stadium operations, capital improvements,
operating expenses, criteria and conditions, and municipal activities; imposing
certain stadium user fees; authorizing a property tax exemption for
infrastructure; requiring the metropolitan sports facilities commission to pay
authority operating expenses and transfer assets by a certain date; abolishing
the metropolitan sports facility commission and transferring employees to the
authority

ARTICLE 2 - STATE STADIUM FUNDING

Authorizing the issuance of
appropriation bonds by Minnesota management and budget (MMB); specifying
appropriations


ARTICLE 3 - MINNEAPOLIS CONVENTION CENTER

Modifying the
Minneapolis sales tax to produce sufficient revenue and specifying a tax limit
and specifying commissioner of revenue tax revenues application; allowing
Minneapolis excess tax revenues to first fund convention center debt; imposing
additional liquor taxes and extending liquor and lodging taxes; providing an
exemption from charter limitations and local sales tax requirements;
severability clause

ARTICLE 4 - LAWFUL GAMBLING

Providing for special
allocation of gambling tax revenues; Allowing extended hours for linked
electronic device bingo games, expanding the electronic bingo device definition;
defining electronic pull-tab device, electronic pull-tab game, and electronic
pull-tab game system and expanding the gambling equipment definition; allowing
electronic paddle wheels; prohibiting slot machines; allowing the gambling
control board to adopt rules for electronic games; modifying provisions related
to the disqualification, revocation, suspension, denial and censure of licenses;
prohibiting distributors or distributor salesperson from also being linked bingo
game providers; requiring distributor board notification of electronic pull-tab
games sale and transfer methods; requiring software manufacturer submissions;
specifying linked bingo game services requirements; providing linked bingo game
requirements; modifying the conduct of pull-tabs; requiring licensed
organization electronic format reporting; modifying linked bingo prize limits;
appropriating money to the gambling control board

ARTICLE 5 -
MISCELLANEOUS

Authorizing a compulsive gambling annual report; exempting
sales taxes on building materials for capital projects; specifying use of local
tax revenues by cities of the first class; requiring amateur use of the stadium;
authorizing Bloomington to extend certain tax increment financing (TIF) district
duration time limits

ARTICLE 6 - SALES AND USE TAX

Defining solicitor for
nexus purposes; providing for a presumption of a solicitor for retailers with an
Internet web site link, specifying a minimum gross receipts from sales for
application, providing for a rebuttal, clarifying nonapplicability to income
taxes

ARTICLE 7 - MINNESOTA EDUCATION, RETRAINING, AND INVESTMENT IN TALENT
ACT

"Minnesota Education, Retraining, and Investment in Talent Act"; creating
a special account in the state treasury; establishing the Minnesota Education,
Retraining and Investment in talent scholarship
