                            CHAPTER 250-H.F.No. 3189 
                  An act relating to motor vehicles; defining 
                  street-sweeping vehicles as special mobile equipment 
                  for vehicle registration purposes; amending Minnesota 
                  Statutes 2000, section 168.011, subdivision 22. 
        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
           Section 1.  Minnesota Statutes 2000, section 168.011, 
        subdivision 22, is amended to read: 
           Subd. 22.  [SPECIAL MOBILE EQUIPMENT.] "Special mobile 
        equipment" means every vehicle not designed or used primarily 
        for the transportation of persons or property and only 
        incidentally operated or moved over a highway, including but not 
        limited to:  ditch digging apparatus, moving dollies, pump 
        hoists and other water well drilling equipment registered under 
        chapter 103I, street-sweeping vehicles, and other machinery such 
        as asphalt spreaders, bituminous mixers, bucket loaders, 
        tractors other than truck-tractors, ditchers, leveling graders, 
        finishing machines, motor graders, road rollers, scarifiers, 
        earth moving carryalls, scrapers, power shovels, drag lines, 
        self-propelled cranes, and earth moving equipment.  The term 
        does not include travel trailers, dump trucks, truck mounted 
        transit mixers, truck mounted feed grinders, or other motor 
        vehicles designed for the transportation of persons or property 
        to which machinery has been attached.
