An act

relating to economic development; modifying the pay-for-performance grant program; renaming the displaced homemaker program;

amending Minnesota Statutes 2018, sections 116J.8747, subdivisions 2, 3; 116L.96.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 116J.8747, subdivision 2, is amended to read:

Subd. 2.

Qualified job training program.

To qualify for grants under this section, a job training program must satisfy the following requirements:

(1) the program must be operated by a nonprofit corporation that qualifies under section 501(c)(3) of the Internal Revenue Code;

(2) the program deleted text begin must spend, on average, $15,000 or more per graduate of the programdeleted text end new text begin may spend up to $5,500 in total training per participantnew text end ;

(3) the program must provide education and training in:

(i) basic skills, such as reading, writing,new text begin financial literacy, digital literacy,new text end mathematics, and communications;

deleted text begin (ii) thinking skills, such as reasoning, creative thinking, decision making, and problem solving; and deleted text end

deleted text begin (iii) personal qualities, such as responsibility, self-esteem, self-management, honesty, and integrity; deleted text end

new text begin (ii) long-term plans for success including participant coaching for two years after placement; new text end

new text begin (iii) soft skills, including skills critical to success on the job; and new text end

new text begin (iv) access to internships, technology training, personal and emotional intelligence skill development, and other support services; new text end

(4) the program may provide income supplementsnew text begin not to exceed $2,000 per participantnew text end , when needed, to participants for housing, counseling, tuition, and other basic needs;

(5) individuals served by the program must be 18 years of age or older as of the date of enrollment, and have household income in the deleted text begin calendar yeardeleted text end new text begin six months new text end immediately before entering the program that is deleted text begin 100deleted text end new text begin 200new text end percent or less of the federal poverty guideline for Minnesota, based on family size; and

(6) the program must be certified by the commissioner of employment and economic development as meeting the requirements of this subdivision.

Sec. 2.

Minnesota Statutes 2018, section 116J.8747, subdivision 3, is amended to read:

Subd. 3.

Graduation and retention grant requirements.

For purposes of a placement grant under this section, a qualified graduate is a graduate of a job training program qualifying under subdivision 2 who is placed in a job in Minnesota that pays at least deleted text begin $9 per hour or its equivalent plus health care benefitsdeleted text end new text begin the current state minimum wagenew text end . To qualify for a retention grant under this section for a retention fee, a job in which the graduate is retained must pay at least deleted text begin $10 per hour or its equivalent plus health care benefits at the end of the first year of employmentdeleted text end new text begin the current state minimum wagenew text end .

Sec. 3.

Minnesota Statutes 2018, section 116L.96, is amended to read:

The commissioner of employment and economic development deleted text begin maydeleted text end new text begin shallnew text end enter into arrangements with existing private or nonprofit organizations and agencies with experience in dealing with displaced homemakers to provide counseling and training services. The commissioner shall assist displaced homemakers in applying for appropriate welfare programs and shall take welfare allowances received into account in setting the stipend level. Income received as a stipend under these programs shall be totally disregarded for purposes of determining eligibility for and the amount of a general assistance grant.
