Relating to jobs; creating jobs through rehabilitation and construction of
affordable housing through green energy investments in public
buildings

ARTICLE 1 - AFFORDABLE HOUSING

Authorizing the housing finance
agency (HFA) issue a certain amount of nonprofit housing bonds for certain
purposes; requiring the housing finance agency (HFA) to certify the actual
amount of debt service on each of the issued bonds; providing for the transfer
of certain outstanding bonds to the nonprofit housing bond account; requiring
energy efficiency provisions be applied to housing projects; appropriating money
to housing finance agency and authorizing the issuance of state bonds for loans
or grants for certain publicly owned rental housing

ARTICLE 2 - GREEN ENERGY
INVESTMENTS

Authorizing the commissioner of commerce or the HFA to maximize
use of federal stimulus money for green energy investments; HFA appropriation
for residential energy-efficiency programs; appropriating money to commissioner
of commerce for grants to local school districts for energy efficiency programs;
appropriating money to commissioner of administration to continue and enhance
state government building energy-efficiency improvement programs and activities;
appropriating money to commissioner of commerce for grants to local governments
to finance the purchase and installation of renewable energy systems and
geothermal heating and cooling systems

ARTICLE 3 - MINNESOTA EMERGENCY
EMPLOYMENT DEVELOPMENT

"Minnesota Emergency Employment Development (MEED) Act
of 2009"; establishing an emergency employment program consisting of temporary
employment projects in the government and nonprofit agencies and new permanent
job creation in the private sector; defining certain terms; requiring
commissioner of employment and economic development (DEED) to develop and
implement the program, specifying certain enforcement requirements, requiring
report to the legislature and authorizing rulemaking; providing for allocation
of funds among and within workforce service areas for eligible job applicants
and employers; regulating use of appropriated funds; specifying certain powers
and duties of employment administrators for each workforce service area;
specifying project eligibility requirements for government, nonprofit agencies
and business employers; giving fund allocation priority to certain eligible
businesses meeting certain criteria; requiring employer accountability; creating
the MEED account in the state treasury, specifying fund distribution and
funding; prohibiting worker displacement; appropriating money to
commissioner
