3E Relating to transportation; extending the sunset date for provisions relating
to snow removal in uncompleted subdivisions; modifying the sign franchise
program; making changes to the trunk highway emergency relief account; modifying
legislative route #298 and adding legislative route #339 to the trunk highway
system; expanding allowable uses of parking fees relating to the I-394 ramps;
encouraging periodic review of property for highway purposes owned or controlled
by the department; modifying requirements for variances from rules and
engineering standards for the county state-aid highway and municipal state-aid
street systems; clarifying motor vehicle registrar registration procedure and
drive-away in-transit license plate use; modifying veterans special license
plates design; specifying motor vehicle tax payment and charter buses to be
excluded from the bus definition; defining occasional basis for trip permits;
prohibiting used vehicle parts dealers from selling motor vehicles; specifying
requirements for limited use vehicle license holders; removing a dealer license
restriction; specifying older and late model vehicle dealer requirements;
clarifying certain requirements relating to the purchasing of abandoned vehicles
from a dealer; broadening the definition of type III vehicle for school buses;
prohibiting motor vehicle drivers from driving in a bicycle lane to pass on the
right; allowing motor vehicle in bicycle lanes to perform parking maneuvers;
requiring motor vehicle drivers to first signal turns and yield when crossing
bicycle lanes; modifying bicycle traffic regulations; prohibiting parking in
certain designated bicycle lanes and providing exceptions; clarifying certain
disability parking provisions and authorizing disability parking when designated
spaces are occupied or unavailable; clarifying school bus drivers personal
cellular phone call prohibitions, specifying school bus seat belt use
requirements, and clarifying the type of vehicle to carry optional safety
equipment; permitting horns on bicycles; modifying weight limits for motor
vehicles equipped with idle reduction technology; requiring a valid medical
examiner certificate to conform to federal standards; requiring department of
public safety employee background investigations and specifying the procedure
for criminal history background checks; exempting enhanced identification cards
issued to seniors from certain qualifications and expiration provisions;
requiring the commissioner of transportation (DOT) to appoint a transportation
ombudsperson; changing the due date of the DOT interim progress final report;
allowing the commissioner to schedule payments of operating assistance to
greater Minnesota transit providers as appropriate; authorizing the commissioner
of transportation (DOT) to establish a joint program for public-private
partnerships involving public infrastructure investments; defining passenger
rail and allowing the commissioner of transportation (DOT) to enter an agreement
with Amtrak and to contract with a railroad for joint or shared right-of-way for
passenger rail purposes; updating railroad crossing warning sign requirements;
making certain federal conforming changes to medical waiver requirements for
intrastate motor carrier drivers; exempting certain federal hours of service
requirements for drivers transporting certain agricultural commodities under
certain conditions; authorizing regional rail authorities to exercise existing
powers for bus rapid transit in the seven county metropolitan area; extending
the sunset provision of the license reinstatement diversion pilot program;
establishing skyway access requirements for the Central station site on the
central corridor light rail transit (LRT); authorizing conveyance of certain
state lands in Koochiching and Le Sueur counties; directing the commissioner of
public safety to make efforts to refrain from enforcing laws conflicting with
federal transportation law; specifying the commissioner of transportation
requirements for the marked U.S. Highway #53 relocation project; removing
legislative route #235 and #256 from the trunk highway system; requiring
placement of a specific service sign on a segment of marked trunk highway #52 in
Olmsted county; requiring additional intersection signage on marked trunk
highway #47 in Anoka; allowing participants in the original ignition interlock
device program to drive noninterlock equipped employer-owned vehicles under
certain conditions; repealing the issuance of one-way trip permits and the
schedule for the commissioner to transmit operating assistance payments for
greater Minnesota transit providers
