E Relating to the classification and dissemination of government data; including
metropolitan area towns in the definition of political subdivision under the
government data practices act; clarifying certain provisions relating to
opinions issued by the commissioner of administration; requiring secondary
educational institutions to release certain information relating to students in
the 11th and 12th grades to military recruiting officers within a certain number
of days of a request, requiring notice to parents and the students of the right
to refuse release of the data, restricting use of the data released; expanding
St. Paul housing and redevelopment authority financial assistance data
classification provisions to all HRAs; providing for uniform treatment of
business data submitted to and collected by government entities; classifying
automobile self insurance financial data; classifying certain data under the
Minnesota college savings (Edvest) plan; eliminating certain duties of the state
archivist under the official records management program, requiring maintenance
of lists of disposed records by the governmental unit or agency; classifying
data identifying individuals providing data to the department of labor and
industry as part of occupational safety and health violation investigations;
extending the provision requiring the release of juvenile court delinquency
proceeding records to requesting law enforcement agencies and prosecuting
authorities for gang crimes investigation and prosecution purposes; restricting
bureau of criminal apprehension (BCA) release of juvenile adjudication history
records in connection with background checks authorized under the Minnesota
child protection background check act; authorizing the maintenance of sex
offender HIV (human immunodeficiency virus) test results in department of
corrections inmate medical records; classifying personal history and other
information collected, used and maintained by the Minnesota center for crime
victims and center grantees; extending the expiration date for a certain
provision entitling property taxpayers in Washington county to protection from
disclosure of personal information for business purposes; authorizing the public
authority responsible for child support enforcement and the agency administering
the noncustodial parent employment and support services program under contract
with the department of human services in Hennepin county to exchange data on
current and former program participants for program evaluation purposes;
requiring responsible authorities of state agencies to prepare lists identifying
data classification provisions relating to jurisdictional business for
submission to the department of administration by a certain date; repealing the
statutory administrative remedies process for complaints of data practices
noncompliance and certain business data classification provisions (mk, ja)
