2E Relating to environment, natural resources, commerce, energy, utilities and
telecommunications funding

ARTICLE 1 - ENVIRONMENT AND NATURAL RESOURCES
FINANCE

Providing a summary of appropriations; appropriating money to the
pollution control agency (PCA) for water, air, land, environmental assistance
and cross-media, and administrative support, to the department of natural
resources (DNR) for land and resource management, ecological and water
resources, forest management, parks and trails management, fish and wildlife
management, enforcement, and operations support, to the board of soil and water
resources (BWSR), to the metropolitan council, conservation corps Minnesota, and
the zoological board; providing for the burial of certain materials on land used
for farming and clarifying responsibility for the oversight of livestock
mortality disposal; providing for land exchanges, scientific and natural areas;
modifying management plan requirements for peatland scientific and natural
areas; establishing a forests for the future conservation easement account;
regulating nonresident off-road vehicle state trail passes; modifying certain
comprehensive all-terrain vehicle environmental and safety education and
training program requirements; modifying certain invasive species account
requirements; modifying motorized vehicle trails restrictions; modifying certain
match requirements for regional trails and trail connections grants; modifying
state park fees deposit requirements; including Cedar River in marked state
water trail designations; modifying certain barring vehicles from unsafe ice
exceptions; requiring permits for snowmobile watercross events and practice
sessions; specifying certain forest management investment account and cost
certification requirements; modifying state forest campgrounds fee deposit
requirements; changing membership requirements for the mineral coordinating
committee and delaying the expiration date; establishing the peace officer
training account, specifying certain deposit and use requirements; modifying
certain game and fish fund provisions; expanding the definition of qualified
service member or veterans for fishing and hunting preferences; permitting deer
killed by a motor vehicle to be kept by the driver under certain conditions;
allowing scopes on muzzleloaders; removing deer, moose and elk stand height
restrictions; regulating portable deer stands on public lands; modifying bear
hunting license drawing provisions; providing for beaver control by road
authorities; limiting number of experimental and special management waters
designated for northern pike; establishing the waterfowl management account;
modifying certain water pollution enforcement funding deposit requirements;
modifying certain environmental fund deposit requirements; modifying certain
video display devices accounting duties of the PCA; modifying national pollutant
discharge elimination system (NPDES) feedlot permitting requirements; modifying
feedlot permit animal unit determinations; modifying environmental review
requirements for ethanol plants; eliminating specific requirements for
rulemaking on the Mississippi River corridor critical area; providing for DNR
participation in the comprehensive incident-based reporting system (CIBRS);
modifying certain enforcement provisions for the use of firearm silencers for
wildlife control; creating the Coon Rapids dam commission; requiring
coordination with Wisconsin in establishing a phosphorus standard for Lake
Pepin; authorizing the designation of the Paul Bunyan trail bridge in Baxter as
the Terry McGaughey memorial bridge; providing development standards for the
Mississippi River management plan for the historic village of Dayton; changing
rules to allow spearing on Cass Lake; closing certain state tree nursery
operations and requiring land sales; placing a moratorium on state agency water
rulemaking for a certain period; requiring the department of administration in
consultation with other state agencies to conduct a study identifying current
surface and groundwater rules; initiating a process to amend standards for
sulfates for class 4 waters containing wild rice and creating an advisory group;
providing for certain fund transfers; specifying certain legislative report
requirements; repealing certain provisions relating to the department of natural
resources (DNR), state forests, Blakely state wayside, nursery and tree
improvement plan, tree planting, producing and procuring planting stock,
distributing plant stock, moose and elk stand restrictions and the Mississippi
River corridor critical area

ARTICLE 2 - ENVIRONMENT AND NATURAL RESOURCE
TRUST FUND APPROPRIATIONS

Providing a summary of appropriations by fund from
the environment and natural resources fund and the state land and water
conservation account (LAWCON); appropriating money to the department of natural
resources (DNR), the board of soil and water resources (BSWR), board of regents
of the university of Minnesota (U of M), metropolitan council, commissioner of
agriculture, Minnesota state colleges and universities (MnSCU),
legislative-citizen commission on Minnesota resources (LCCMR), and legislative
coordinating commission (LCC), defining certain terms; appropriating money for
natural resource data and information, land, habitat, and recreation, water
resources, aquatic and terrestrial invasive species, renewable energy and air
quality, environmental education, emerging issues, and administration and
contract management; providing for availability of appropriations; specifying
certain data availability requirements; imposing certain project compliance
requirements; providing payment conditions and capital equipment expenditures;
specifying purchase compliance requirements for recycled and recyclable
materials; requiring energy conservation and sustainable building guidelines
compliance; requiring accessibility design standards for structural and
nonstructural facilities; providing for the carryforward of certain project
appropriations; specifying certain easement monitoring and enforcement
requirements; making certain appropriation adjustments for metropolitan
conservation corridors, habitat conservation partnership, Avon Hills landscape
preservation, new models for land-use planning, and the conservation-based
development program

ARTICLE 3 - COMMERCE AND CONSUMER PROTECTION
FINANCE

Providing a summary of appropriations; appropriating money to the
department of commerce for financial institutions examination services, the
petroleum tank release cleanup board, certain administrative services, and
market assurance; providing for certain transfers of money; modifying certain
petroleum tank facility eligibility requirements for reimbursement costs;
extending the sunset provision for the petroleum tank release cleanup
board

ARTICLE 4 - ENERGY, UTILITIES AND TELECOMMUNICATIONS
FINANCE

Providing a summary of appropriations; appropriating money to the
commissioner of commerce for telecommunications, office of energy security and
telecommunications access Minnesota and the public utilities commission (PUC);
providing for certain transfers of money; requiring the commissioner of commerce
to grant money for community energy technical assistance and outreach on
renewable energy and energy efficiency
