3E Relating to the Minnesota sex offender program (MSOP)

ARTICLE 1 - STRICT
AND INTENSIVE SUPERVISION AND TREATMENT AND PUBLIC EDUCATION
CAMPAIGN

Specifying certain duties of the commissioner of human services
relating to ensuring an adequate number of facilities providing strict and
intensive supervision and treatment for individuals (SIST) civilly committed by
court or on provisional discharge, requiring the development of education for
sex offender civil commitment procedural changes for judges, court staff, county
attorneys and other lawyers and court appointed examiners, and the development
of a public education campaign for informing the general public on the process
of civilly committing sex offenders and of certain policies

ARTICLE 2 - CIVIL
COMMITMENT MODIFICATIONS

Modifying and clarifying the county cost
reimbursement liability; modifying certain civil commitment provisions relating
to persons with sexual psychopathic personality or to be sexually dangerous;
requiring strict and intensive supervision and treatment (SIST); requiring the
commissioner of human services to arrange for regular biennial reviews of the
committed person after the disposition order date and requiring the commissioner
to create an evaluation unit for biennial reviews; replacing the special review
board with the judicial appeal panel for discharges, releases, transfers,
transfer and discharge revocations, and appeals responsibilities; providing
procedures for patient and patient attorney argument, affidavit, and exhibits
filing with county attorneys and subsequent hearings; appropriating money to the
commissioner of human services for the program; repealing sexual psychopathic
personality and sexually dangerous persons petition for reduction in
custody
