Relating to state government finance

ARTICLE 1 -
APPROPRIATIONS

Appropriating money to the department of employment and
economic development (DEED) for business and community development, workforce
development, and state-funded administration, to the public facilities authority
for the small community wastewater treatment program, to the science and
technology authority, to explore Minnesota tourism, the housing finance agency
(HFA) for the challenge program, housing trust fund, rental assistance for
mentally ill, family homeless prevention, home ownership assistance fund,
affordable rental investment fund, housing rehabilitation, homeownership
education, counseling, and training program, and capacity-building grants, to
the department of labor and industry for workers compensation, labor standards
and apprenticeship, and general support, to the bureau of mediation services for
mediation services and labor management cooperation grants, to the workers
compensation court of appeal, to the Minnesota historical society for education
and outreach, preservation and access, and a fiscal agents, to the board of the
arts for operations and services, grants program, and regional arts councils, to
the Minnesota humanities center, to public broadcasting, to the board of
accountancy, to the board of architecture, engineering, land surveying,
landscape architecture, geoscience, and interior design, to the board of
cosmetologist examiners, and to the board of barber examiners; allowing a
Minnesota historical society fund transfer

ARTICLE 2 - MISCELLANEOUS ECONOMIC
DEVELOPMENT PROVISIONS

Requiring monitoring pass-through grant recipients by
the department of employment and economic development (DEED), modifying the job
skills partnership program; increasing combative sports commission fees and
removing an expiration date

ARTICLE 3 - LABOR AND INDUSTRY

Modifying
construction codes and licensing definitions and terms, defining and regulating
backflow prevention rebuilders and testers, allowing sewer or water service
installation with contractor license, modifying surety bond, allowing pipe
laying training for to do certain work and requiring registration, charging a
biennial bonding filing fee, modifying regulated industry definition,
residential building contractor continuing eduction provisions; revisor
instruction; repealing residential trade coordinator and licensee definitions
and continuing education accessibility
