Relating to the organization, operation and financing of state
+governmentARTICLE 1 � STATE GOVERNMENT APPROPRIATIONSAppropriating money to
the legislative and executive branches of +state government with certain
reductions; appropriating money to the +senate, to the house of representatives
and to the legislative coordinating +commission for the revisor of statutes, for
the legislative reference library (LRL) and +for television transmission of
legislative activities, to the +constitutional officers, to the campaign
finance and public disclosure, investment +and capitol area architectural and
planning boards (CAAPB), to the +offices of administrative hearings and of
strategic and long range planning, to +the commissioner of administration for
operations and facilities +management, for the office of technology, for
management services including the state archaeologist and the developmental
disabilities council and for +public television and radio grants, to the
commissioner of finance for state+ financial management and for information and
management services, to the +commissioner of employee relations (DOER) for
employee insurance and for human +resources management, to the commissioner of
revenue for tax system and +accounts receivable management, to the department of
military affairs +(adjutant general) for training facilities maintenance, for
general support, for +enlistment incentives and for emergency services, to the
commissioner of +veterans affairs for Vinland center grants, to the veterans of

without pay; +providing a separate appropriation for 2003 to the secretary of
state for payment+ of attorney fees awarded by court order in a certain court
case; +providing funding through the office of strategic and long range planning
for and +extending the northern counties land use coordinating board for a
certain +management issues coordination pilot project; requiring the
commissioner of +administration to identify and reduce the use by state agencies
of non-cost efficient telecommunication devices and vehicles, requiring a

� STATE GOVERNMENT OPERATIONSTransferring the responsibility for appointing
members of the +legislative commission on planning and fiscal policy (LCPFP)
from the legislative coordinating commission to the respective legislative
bodies; making +optional the requirement for legislative auditor appointment of
deputy +auditors to supervise the financial audits and program evaluation
divisions of +the office; requiring the adjustment of certain allowances payable
to retired +legislators and survivors; modifying certain county records audit
requirements of+ the state auditor and requiring monthly bills to first class
cities for +services rendered and best practices reviews of the delivery of
local government +services, requiring the billing of the commissioner of revenue
for the costs; +granting the governor certain counsel appointment authority;
modifying certain+ election campaign and public disclosure requirements,
modifying and expanding +exemptions from the definition of lobbyist, requiring
the deposit of fees +collected by the campaign finance and public disclosure
board in the general fund,+ modifying certain lobbyist registration, fee payment
and reporting requirements+ and eliminating the expiration date of the provision
providing for the +right of certain local government units to petition for
repeal or amendment of administrative rules; setting a mandatory retirement age
for +administrative law and compensation judges; modifying certain budget
preparation +requirements of the governor and the commissioner of finance;
extending the +expiration date for a certain provision providing for
distribution of litigation or +settlement proceeds; authorizing the commissioner
of finance to require direct +deposit for all state employee paid by the state
payroll system electronic funds +transfer for all payees; accelerating the
deadlines for certain commissioner +reports to the legislature on the issuance
of state bonds and expenditure of +bond proceeds; requiring the commissioner of
administration to transfer a +certain percentage of certain state bond funded
property rental proceeds +credited to the special revenue fund to the general
fund; modifying certain +limits on expenditures for the acquisition art works
for state buildings; +authorizing the provision of state telecommunication
services to public noncommercial+ education television broadcast stations;
making optional the requirement for +the commissioner to provide micrographic

or appeal rights; +authorizing the commissioner of administration in
consultation with the commissioner +of finance to determine the cost
effectiveness of development and use of shared information and communications
technology systems by state agencies +for the delivery of electronic government
services under certain new system +development conditions; excluding public
hospitals, clinics or health maintenance organizations (HMO) from the definition
of political subdivision of +this state for public employee salary limits
imposition purposes; requiring the commissioner of employee relations (DOER) to
evaluate the cost +reduction or operations improvement effects of participation
in a multistate or +multiagency drug purchasing program, authorizing a contract;
clarifying accrued +liability determination for firefighters relief
associations, authorizing the +state auditor to issue procedures, forms or
mathematical tables for use in +performing the calculations for deferred
members; requiring local government +units providing solid waste management
services to annually file with the +director of the office of environmental
assistance (OEA) a separate report of +revenue collected from waste management
fees for the previous year; modifying+ certain provisions under the veterans
service office grant program; +transferring the responsibility for the 911
emergency telephone and public safety +radio systems from the commissioners of
administration and transportation (DOT) to +the commissioner of public safety;
expanding the fee imposition authority+ of the racing and amateur sports
commissions; increasing certain racing +license fees, specifying certain
remittal dates and modifying the disposition of +proceeds from license fees and
fines, requiring crediting to a racing and card+ playing regulation account in
the special revenue fund; making optional +certain promotion, development and
sponsorship duties of the amateur sports +commission; requiring the commissioner
of revenue to deduct a fee from income tax+ refunds levied for federal income
tax liabilities payment purposes for +deposit in the department revenue
recapture revolving fund; requiring the state +board of assessors to charge
certain fees; increasing fees for debt setoffs +against tax refunds under the
revenue recapture act; imposing a paper filing fee +on tax refund or return
preparers for state tax returns not filed +electronically; transferring certain
notice and reporting requirements of county +auditors relating to public
cemetery violations from the state auditor to the +county attorney; imposing a
corporate surety bond requirement on gas, +heating, ventilation, cooling, air
conditioning, fuel burning or refrigeration+ (G/HVACR) contractors for the
benefit of persons suffering financial loss due +to failure to comply with state
mechanical code requirements; providing for the +licensing of gambling equipment
distributor salespersons by the gambling +control board, expanding lawful
expenditures by licensed organizations to the +payment of fees, eliminating,
modifying or imposing certain fee imposition and payment requirements,
increasing the raffle prize limit for conduct without a+ license and providing
for a pull tab or tipboard prize payout limit after a +certain date; requiring
the director of the state lottery to transfer all +unclaimed prize money from
the lottery cash flow account to the general fund; +requiring periodic local
government unit reports to the legislature on equal +pay for equal work (pay
equity) requirements compliance; increasing the +maximum 911 emergency telephone
services fee, requiring reduction after full +payment of the revenue bonds
issued to cover the costs of the metropolitan +regionwide public safety radio
communication system, providing for funding of the third+ phase of the system
and for the implementation and allocation of operating +costs of certain other
phases among the users, requiring a local property tax +levy to pay delinquent
amounts; adding a representative of the league of +Minnesota cities from greater
Minnesota to the membership of the radio system +planning committee; eliminating
thc city of Detroit Lakes as a location for an+ office of the settlement
division of the office of administrative hearings; +imposing a certain
retroactive fee payment requirement on lobbyists and +principals; providing for
funding for the real estate task force through the real+ estate filing
surcharge; requiring the department of public safety to +conduct a study of and
report to the legislature on emergency medical services (EMS) preparedness and
the relationship to the overall homeland security +planning of the department
upon receipt of grant funds; providing for transition +to the modified lawful
gambling fees; providing for carryforward of funds +encumbered by judicial or
executive agencies for severance, unemployment +compensation and health, dental
and life insurance continuation costs resulting from +state employee layoffs
during fiscal year 2003; requiring the director of +the state lottery to
contract with an independent entity to perform an analysis+ of the economic
effects of a gaming facility in the metropolitan area on +existing tribal gaming
facility located within a certain distance of the +metropolitan area upon
legislative authorization of the facility; providing for +state employee
voluntary unpaid leaves of absence, limits; requiring +representatives of local
public corporations to meet with representatives of +qualified newspapers and
report to the legislature by a certain date on +alternative means of official
publication for the corporations; requiring state +executive agencies to
consider using services provided by the government +training service before
contracting with outside vendors for similar services; +requiring the
legislative auditor to complete a financial audit of CriMNet by a +certain date;
requiring the campaign finance and public disclosure board to develop+ an
equitable schedule of fees to be imposed to recover the regulation +costs
incurred by the board for submission to the legislature by a certain +date;
specifying certain renumbering and cross reference change +instructions to the
revisor of statutes; repealing the LCC geographic information systems+ office,
certain prior best practices review requirements of the legislative +auditor,
the requirement to transfer reserves from the general fund to the +Minnesota

county and a certain rule providing for the imposition of certain +fees by the
state board of assessors ARTICLE 3 � ECONOMIC DEVELOPMENT
APPROPRIATIONSAppropriating money to the commissioner of commerce for financial
+examinations, for the petroleum tank release cleanup board, for administrative
+services, for market assurance, for energy and telecommunications and for
weights +and measures, to the boards of accountancy, architecture, engineering,
+land surveying, landscape architecture, geoscience and interior design and+
barber examiners, to the public utilities commission (PUC) and to the +councils
on black Minnesotans, Chicano-Latino affairs, Asian-Pacific Minnesotans +and
Indian affairs; requiring the commissioner of commerce to sell certain
+unclaimed property not yet held for the required three year period; providing
+for the transfer of certain amounts of the unexpended balances in the
+contractors recovery fund and the petrofund to the general fund; approving the
+fees proposed in the biennial budget for the weights and measures division+ of
the department of commerce ARTICLE 4 � ECONOMIC DEVELOPMENT AND
COMMERCEProhibiting certain government controlled or owned insurance +companies
from transacting business in the state; delaying the repeal of the fraud
investigation unit in the department of labor and industry and the +transfer of
powers to the commissioner of commerce; requiring the commissioner of+ commerce
to study the availability and cost to ambulance services of vehicle +and
malpractice insurance and factors influencing cost increases and to +report
results and recommendations on means to ensure continued availability+ of
affordable insurance to the legislature by a certain date; repealing +the
definitions of licensed salon and licensed school and nonresident +licensing
requirements under certain provisions regulating cosmetology (ja)
