ARTICLE 1 - TELEPHONE EQUIPMENT
PROGRAM
Modifying certain definitions relating to the telephone equipment
program for communication impaired persons; making certain modifications to the
telecommunications access Minnesota program administration, the
telecommunications access Minnesota fund, certain telecommunications devices,
the telecommunications relay service (TRS), details related to the annual report
on telecommunications access and to certain adequate service
enforcement
ARTICLE 2 - DISABILITY SERVICES
Modifying certain human
services license procedures; requiring a report to the legislature relating to
goals and priorities involving persons with disabilities; modifying the consumer
report program; modifying certain provisions relating to personal care
assistants and home and community-based waivers and service providers; requiring
the commissioner of human services to streamline consumer-directed
services
ARTICLE 3 - COMPREHENSIVE ASSESSMENT AND CASE MANAGEMENT
REFORM
Modifying certain definitions, covered services, and assessment
practices of the personal care assistance program; restructuring the long-term
care consultation services program, the alternative care program, the medicaid
waiver for elderly services, and the home and community based service waivers
for disabled; modifying the Minnesota unitary residence and financial
responsibility act; requiring the commissioner of human services to generate a
report to the legislature relating to case management redesign
ARTICLE 4 -
NURSING FACILITIES
Modifying the process used to determine hardship relating
to the access to nursing facility services; modifying certain provisions related
to housing with services; modifying certain provisions related to the state and
county share of nursing facilities costs; restructuring the medical assistance
case mix system; modifying the value-based nursing facility reimbursement
system; repealing provisions related to exceptions of the replacement of nursing
home beds

Making certain technical changes relating
the moratorium on certification of nursing home beds, services for developmental
disabilities, and medical assistance
