  1.1                          A bill for an act 
  1.2             relating to state parks; adding to state parks; 
  1.3             renaming O.L. Kipp state park; permitting liquor sales 
  1.4             in certain parks; authorizing the commissioner to 
  1.5             contract out certain restaurant services; modifying 
  1.6             state park permit exemptions; amending Minnesota 
  1.7             Statutes 1996, sections 85.012, by adding a 
  1.8             subdivision; 85.0505; and 85.054, by adding a 
  1.9             subdivision; repealing Minnesota Statutes 1996, 
  1.10            section 85.012, subdivision 46. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 1996, section 85.012, is 
  1.13  amended by adding a subdivision to read: 
  1.14     Subd. 25a.  Great River Bluffs state park, Winona county, 
  1.15  which is renamed from O.L. Kipp state park. 
  1.16     Sec. 2.  Minnesota Statutes 1996, section 85.0505, is 
  1.17  amended to read: 
  1.18     85.0505 [SALE OF WINE AT DOUGLAS LODGE IN ITASCA STATE PARK 
  1.19  FOOD AND BEVERAGE SERVICE IN STATE PARKS.] 
  1.20     Subdivision 1.  [ITASCA STATE PARK.] Wine and beer may be 
  1.21  sold and consumed by the drink at the restaurant in Douglas 
  1.22  Lodge in Itasca State Park, subject to other laws relating to 
  1.23  the sale of intoxicating liquor. 
  1.24     Subd. 2.  [JOHN A. LATSCH STATE PARK.] (a) Liquor may be 
  1.25  sold and consumed by the drink at the restaurant in John A. 
  1.26  Latsch state park, subject to other laws relating to the sale of 
  1.27  intoxicating liquor. 
  1.28     (b) The commissioner of natural resources may contract with 
  2.1   a private person, firm, or corporation to operate the restaurant 
  2.2   in John A. Latsch state park. 
  2.3      Sec. 3.  Minnesota Statutes 1996, section 85.054, is 
  2.4   amended by adding a subdivision to read: 
  2.5      Subd. 7.  [TETTEGOUCHE STATE PARK.] A state park permit is 
  2.6   not required and a fee may not be charged for motor vehicle 
  2.7   entry or parking, for less than one hour, at Palisade Head in 
  2.8   Tettegouche state park. 
  2.9      Sec. 4.  [ADDITIONS TO STATE PARKS.] 
  2.10     Subdivision 1.  [85.012] [Subd. 4.] [BEAR HEAD LAKE STATE 
  2.11  PARK, ST. LOUIS COUNTY.] The following areas are added to Bear 
  2.12  Head Lake state park, all in St. Louis county, Minnesota: 
  2.13     (1) Outlot A in the plat of Swanson Shores in Section 34, 
  2.14  Township 62 North, Range 14 West; and 
  2.15     (2) Government Lots 1 and 2, Section 3, Township 61 North, 
  2.16  Range 14 West. 
  2.17     Subd. 2.  [85.012] [Subd. 19.] [FORESTVILLE STATE PARK, 
  2.18  FILLMORE COUNTY.] The following area is added to Forestville 
  2.19  state park:  the Northeast Quarter of the Northeast Quarter of 
  2.20  Section 23, Township 102 North, Range 12 West, Fillmore county, 
  2.21  Minnesota.  
  2.22     The commissioner shall manage this addition as a state park 
  2.23  as provided in section 86A.05, subdivision 3, but in addition to 
  2.24  other activities authorized in Forestville state park, shall 
  2.25  allow hunting.  
  2.26     Subd. 3.  [85.012] [Subd. 30a.] [JOHN LATSCH STATE PARK, 
  2.27  WINONA COUNTY.] The following areas are added to John Latsch 
  2.28  state park, all in Township 108 North, Range 8 West, Winona 
  2.29  county, Minnesota: 
  2.30     (1) Government Lot 1, Section 16; 
  2.31     (2) that part of Government Lots 1 and 2, Section 17, lying 
  2.32  north and east of the right-of-way of the Chicago, Milwaukee, St.
  2.33  Paul, and Pacific Railroad Company; and 
  2.34     (3) that part of the East Half of Government Lot 3, Section 
  2.35  17, lying north and east of a line 35 feet riverward and 
  2.36  parallel with the centerline of the Chicago, Milwaukee, St. 
  3.1   Paul, and Pacific Railroad Company's riverward track, excepting 
  3.2   therefrom that part of the East Half of Government Lot 3 
  3.3   acquired as tract Wi-1 by the United States Government on 
  3.4   January 6, 1936, by condemnation. 
  3.5      Subd. 4.  [85.012] [Subd. 54.] [SPLIT ROCK LIGHTHOUSE STATE 
  3.6   PARK, LAKE COUNTY.] The following areas are added to Split Rock 
  3.7   Lighthouse state park, all in Section 33, Township 55 North, 
  3.8   Range 8 West, Lake county, Minnesota:  
  3.9      (1) Government Lot 1, EXCEPT that part of said premises 
  3.10  shown as Parcel 1142 on Minnesota Department of Transportation 
  3.11  Right-of-Way Plat Numbered 38-1 filed in the office of the 
  3.12  Registrar of Titles, Lake county, Minnesota, as Document No. 
  3.13  111,156; and 
  3.14     (2) Outlot 4, Government Lot 2.  
  3.15     Those lands in Government Lot 1 North and West of marked 
  3.16  trunk highway number 61 shall remain open to hunting and other 
  3.17  recreational uses as approved in the park management plan. 
  3.18     Sec. 5.  [REPEALER.] 
  3.19     Minnesota Statutes 1996, section 85.012, subdivision 46, is 
  3.20  repealed.
