1.3appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. LABOR AGREEMENTS AND COMPENSATION PLANS.
1.6    Subdivision 1. American Federation of State, County and Municipal Employees.
1.7The labor agreement between the state of Minnesota and the American Federation of
1.8State, County and Municipal Employees, Council 5, Unit 225, recommended for approval
1.9by the Legislative Coordinating Commission Subcommittee on Employee Relations on
1.10March 11, 2013, is ratified.
1.11    Subd. 2. Inter Faculty Organization. The labor agreement between the state
1.12of Minnesota and the Inter Faculty Organization, recommended for approval by the
1.13Legislative Coordinating Commission Subcommittee on Employee Relations on March
1.1411, 2013, is ratified.
1.15    Subd. 3. Minnesota Nurses Association. The labor agreement between the state
1.16of Minnesota and the Minnesota Nurses Association, recommended for approval by the
1.17Legislative Coordinating Commission Subcommittee on Employee Relations on March
1.1811, 2013, is ratified.
1.19    Subd. 4. Office of Higher Education. The compensation plan for unrepresented
1.20employees of the Office of Higher Education, recommended for approval by the
1.21Legislative Coordinating Commission Subcommittee on Employee Relations on March
1.2211, 2013, is ratified.
1.23    Subd. 5. Minnesota Government Engineering Council. The collective bargaining
1.24agreement between the state of Minnesota and the Minnesota Government Engineering
2.1Council, recommended for approval by the Legislative Coordinating Commission
2.2Subcommittee on Employee Relations on March 21, 2013, is ratified.
2.3    Subd. 6. Minnesota State University Association of Administrative and
2.4Service Faculty. The collective bargaining agreement between the state of Minnesota
2.5and the Minnesota State University Association of Administrative and Service Faculty,
2.6recommended for approval by the Legislative Coordinating Commission Subcommittee
2.7on Employee Relations on March 21, 2013, is ratified.
2.8    Subd. 7. Minnesota state college faculty. The collective bargaining agreement
2.9between the state of Minnesota and the Minnesota state college faculty, recommended
2.10for approval by the Legislative Coordinating Commission Subcommittee on Employee
2.11Relations on May 1, 2013, is ratified.
2.12    Subd. 8. MnSCU administrators. The personnel plan for Minnesota State Colleges
2.13and Universities administrators, recommended for approval by the Legislative Coordinating
2.14Commission Subcommittee on Employee Relations on May 1, 2013, is ratified.
2.15    Subd. 9. Minnesota Insurance Marketplace. The personnel plan for managers
2.16for the Minnesota Insurance Marketplace, recommended for approval by the Legislative
2.17Coordinating Commission Subcommittee on Employee Relations on May 1, 2013, is
2.18ratified.

2.19    Sec. 2. CARRYFORWARD AUTHORITY; MINNESOTA LAW
2.20ENFORCEMENT ASSOCIATION RETROACTIVE CONTRACT FUNDING.
2.21If a collective bargaining agreement between the commissioner of management and
2.22budget and the Minnesota Law Enforcement Association for the period from July 1,
2.232011, to June 30, 2013, is not implemented before June 30, 2013, the commissioner
2.24of management and budget may allow the agencies identified in clauses (1) to (6) to
2.25carry forward unexpended and unencumbered nongrant operating balances from fiscal
2.26year 2013 to provide funding for any retroactive salary increase included in the final
2.27collective bargaining agreement for the period from July 1, 2011, to June 30, 2013. The
2.28carryforward authority in this section may not exceed the amounts indicated and is limited
2.29to the agencies and funds identified in clauses (1) to (6):
2.30(1) $400,000 from the trunk highway fund
2.31for the Department of Public Safety;
2.32(2) $5,000 from the general fund for the
2.33Department of Corrections;
3.1(3) $5,000 from the insurance fraud
3.2protection fund for the Department of
3.3Commerce;
3.4(4) $14,000 from the general fund for the
3.5Department of Natural Resources;
3.6(5) $29,000 from the natural resources fund
3.7for the Department of Natural Resources; and
3.8(6) $83,000 from the game and fish fund for
3.9the Department of Natural Resources.

3.10    Sec. 3. EFFECTIVE DATE.
3.11Sections 1 and 2 are effective the day following final enactment.
