3E Relating to state government; specifying the development of budget
recommendations and requiring state agencies to provide information; authorizing
the legislative commission on planning and fiscal policy to develop budget
recommendations to present to the legislature, requiring state agencies to
provide information to the commission as requested; requiring the commissioner
of finance uniform procedure to include a system for positing the date a fiscal
note was requested, the requested completion date and the estimated completion
date; modifying the requirements for legislative committees receiving local
impact notes; modifying budget format provisions; requiring a forecast of cash
flow for the general fund; imposing a deadline for notice of deficiency
requests; providing additional whistleblower protection to state executive
branch employees trying to improve services provided by the executive branch to
the legislature or to executive branch elected officials; requiring the
commissioner of finance to convene a joint executive legislative working group
to evaluate the usefulness and benefits of the budget documents; repealing a
provision requiring the commissioner of finance to transfer an amount to the
budget reserve account in the general fund
