thumb prints to the bureau of criminal apprehension (BCA) prior to
acceptance of a plea of guilty or not guilty; establishing an e-charging service
operated by BCA to provide communication and workflow tools for law enforcement,
prosecutors and courts to use during the process of charging a person with a
crime; classifying credentialing data held by government entities; authorizing
certain data sharing; specifying procedures for responding to data requests
