E Clarifying the placement of liens on motor vehicles towed at the request of
law enforcement and subsequently stored, lien not to extend to the contents of
the vehicle; specifying certain notice requirements of the storer, requiring the
department of public safety to make certain information available to requesting
persons for notice purposes; providing for reclaiming of the vehicle upon the
payment of charges; providing for sale at auction or sale or for disposal as
scrap metal of unclaimed vehicles and contents subject to the interests of
secured parties or lessors, specifying a priority for the disposition of
proceeds exceeding the outstanding loan balance on the vehicle (ra, ja) (Ch.
