ARTICLE 2 - HIGHER EDUCATION
Providing for
appropriations and reductions to the office of higher education, the board of
trustees of the Minnesota state colleges and universities (MnSCU), the board of
regents of the university of Minnesota; increasing certain registration and
degree program fees; modifying certain prior appropriations; authorizing the
office of higher education to carry forward certain money; modifying the achieve
scholarship fund; repealing certain supplemental loan provisions

ENVIRONMENT AND NATURAL RESOURCES
Reducing appropriations to the pollution
control agency (PCA), the department of natural resources (DNR), the board of
water and soil resources (BWSR), the metropolitan council and the zoological
board; providing for certain cancellations to the board of water and soil
resources (BWSR); providing for certain transfers for the pollution control
agency (PCA), the department of natural resources (DNR) and the board of water
and soil resources (BWSR); repealing the stream protection and improvement loan
program

society, public broadcasting, the arts board, the department of commerce, the
accountancy board, the board of architecture, engineering, surveying and
landscaping, the board of barber examiners, the board of cosmetologist
examiners, the combative sports commission, the humanities commission and the
region 3 occupational tax; modifying certain prior appropriations

officer standards and training (POST) board; specifying certain delays in
proposed sentencing guidelines changes

Reducing
certain appropriations to the supreme court, the court of appeals, the trial
courts, the tax court, the uniform laws commission, the board of judicial
standards and the board of public defense

GOVERNMENT
Reducing certain appropriations to the legislature, the governor,
the state auditor, the attorney general, the secretary of state, the campaign
finance and public disclosure board, the state board of investment, the office
of enterprise technology, the office of administrative hearings, the department
of administration, the capitol area architectural and planning (CAAP) board, the
office of management and budget, the department of revenue, the amateur sports
commission, the council on Black Minnesotans, the council on Chicano/Latino
affairs, the council on Asian-Pacific Minnesotans, the Indian affairs council
and general contingent accounts

ABOLISHED
Abolishing certain state agency positions within the department of
education, the pollution control agency, the department of natural resources,
the department of agriculture, the department of veterans affairs, the
department of employment and economic development, the department of labor and
industry, the department of commerce, the department of transportation, the
department of public safety, the department of corrections, the department of
administration, the department of management and budget, the department of
revenue, the department of human services, the department of health and the
office of enterprise technology; modifying the amount of deputy commissioners a
commissioner can appoint; specifying an unclassified position freeze
