4E Relating to game and fish, natural resources policy and state
lands

ARTICLE 1 - GAME AND FISH

Modifying aquaculture provisions;
modifying disposal restrictions for certain livestock taken by wild animals;
modifying provisions for taking, possessing and transporting wild animals;
requiring invasive species training for
commercial dock and boat lift
installers; modifying certain game and fish provisions; modifying criminal
penalty provisions regarding invasive species; establishing a restitution value
for the taking of deer out of season; establishing a penalty for hunting big
game while under revocation; requiring a mandatory separate selection for elk
licenses; modifying youth fishing license age requirements; permitting deer
killed by motor vehicles to be kept by drivers; modifying requirements for
quartering deer; modifying requirements for youth hunters and parental
responsibility; modifying deer, moose and elk stand height restrictions;
modifying bear hunting provisions; authorizing drum use to bait bears; providing
for the taking of nuisance elk; authorizing the removal of beavers; prohibiting
shooting grouse near motor vehicles; modifying certain fishing provisions;
authorizing the commissioner of natural resources (DNR) to restrict the
smallmouth bass season in a certain area; providing a coyote (Canis latrans)
conflict management option for counties and towns; authorizing the commissioner
of natural resources (DNR) to extend the firearms deer season within designated
areas between certain dates; requiring the commissioner to prohibit fishing on
Lake Florida; requiring the commissioner to amend rules to allow taking fish by
spearing on Cass Lake; appropriating money for a pilot walk-in public access
program; repealing certain provisions relating to fish and wildlife planning
requirements, wild turkey licensing, under 18 licensing provisions, special
youth deer license without a tag, apprentice hunter definition, moose and elk
stand restrictions and the prohibition on returning netted carp or buffalo fish
to the water

ARTICLE 2 - NATURAL RESOURCES POLICY

Modifying the watercraft
safety program to include education; requiring the youth watercraft safety and
education course to include an invasive species component; requiring the
commissioner of natural resources (DNR) to report on payments in lieu of taxes
for state natural resource lands

ARTICLE 3 - STATE LANDS

Modifying method
of determining value of acquired stream easements; providing for certain
historic property exemption; modifying adding to and deleting from state parks
and state forests; authorizing public and private sales, conveyances and
exchanges of certain state land
